I found a garter snake once and used him as a belt. You should have seen them in the office. Pretty funny until he escaped. I had to go to the bathroom and he undid himself and slithered away. I wonder If that is why I never got promoted at that place.
I saw another garter snake yesterday in my backyard -- I was clearing away some leaves and a piece of cardboard so I can open the bulkhead doors and there he was, probably snoozing. It definitely wasn't the same one from the garage -- different colors.
This one startled me too, but I was fine after 2 seconds. He just slithered away.
I would if possible get a garden hose and hose down the garage in every single corner. Even the contents in the garage to flush it out. Then look for any and all cracks and fill them in so it doesn't get back into the garage. I suspect it got in from your car. It may have been snoozing in the engine and decided to come out after or if you parked your car in the garage.

Waste of time. It slithered in through a crack or even through the door. Many have a small gap and that's all it takes when you're a snake.
Here's hubby holding a garter snake found in our yard. Even I will pick them up. They won't bite! Honest!
The will definitely bite as I have been bitten several times. They also can emit a musk smelly substance. That said, they tend to calm down pretty quickly in most cases and can be handled without issue. Some females can get fairly large. I have had a few as pets that were as much as 40." Most are only a few feet long.

Pretty useless waste of time. And all for a harmless garter snake? Every time the OP opens that rather large door to let the car in, something else outside could crawl, hop, or run in too!

This. I've got a couple of superficial scars to prove just how willing to bite a garter snake can be. I knew that particular snake's bite was harmless so I hadn't bothered with gloves, even though (s)he was a hefty one. They'll often try musking you first hoping you'll drop them in disgust. Not pleasant.

Try to avoid touching the snake. Corner it with a shoebox, then release it in an appropriate place. Snakes are actually very beneficial to the wildlife environment.
