Well you don't actually see him eating it. He appears to be gathering it. They make nests for raising their young out of twigs and leaves but in the winter they use holes in trees for warmth. He may be lining it with the cardboard. Squirrels are rodents, and you'll see gerbils and other rodents shredding paper and such for nests to keep snug in.
