My new landlord of my apartment complex is stating that I am responsible for water and sewer from lease I had with old landlord seven years ago, that is not stated in New Lease signed with new landlord. Is this legal?

I would think that you are responsible for only the payments specified in your new lease. It sounds like your new landlord is trying to intimidate tenants to pay more then they owe. I suggest calling a Real Estate lawyer.
