Moving from say Norristown or Cheltenham to the Haddons is a definite step forward. Beyond that, not much else.

I wasn’t even being that harsh. I’ve just never heard of anyone saying “You know, I’m going to move from the Upper Dublin or Colonial or West Chester School Districts to South Jersey for special ed.” And I’ve never heard of anyone move the opposite way, either.
