Check out the Van vorst or Hamilton park section of JC. There locations within both that meet your budget and have some good elementary school for your children. There is an Asian community within JC(Phillipine), albeit small. Jc is really diverse ethinically so you will essentially find all races here.
Another place you can look at is the town of Fort Lee. Has a bigger Asian population but is mostly Vietnamese or Korean(sorry i forget). Fort Lee is farther north so the commute would be longer maybe 40min-1hr. I personally don't know to much about Fort Lee schools but from what i've heard they are up to par.
