They do a very good job but they are expensive and not every "middle class" family can afford them. Those in the middle are caught between the expensive private school and not being "poor" enough.
Then again in today USA most people would say too bad for them.

I know The Jointure offers pre-K at a couple schools in Somerset County (not sure if Jointure operates elsewhere). It's not free but it might be cheaper than a daycare pre-K. I took my daughter out of daycare and put her in a Catholic school for Pre-K because it was less than half the price of daycare (even when I had to pay for aftercare).

Hello, my son has a learning/speech delay. He is 4 years old. I have taken him to a neurologist to see if it was something severe but he was not diagnosed w any problems such as autism, ect. Is there any way I can find a school for him in Bergen county that will help him such as a pre k?

Contact the school district where you are living. By law your child is entitled to a free appropriate public education. A child diagnosed with a speech delay (and it sounds like you have that, since your 4yo is not speaking at a level comparable with his peers.) Call the towns school district and ask to speak to child study team. Then tell them you are referring you child to the district for an evaluation. Do not let them tell you they do not provide services until a child is over 5. By law they must provide services to all children over age 3 who have speech and language delays. You may also want to avail yourself of the wealth of information provided by SPAN, the Statewide Parent Advocacy Network New Jersey Housing Occupancy Limits: How Many People is Too Many? - New Jersey Real Estate Attorney Blog on their website you will find a wealth of information regarding obtaining services for your child.
