Contact the school district where you are living. By law your child is entitled to a free appropriate public education. A child diagnosed with a speech delay (and it sounds like you have that, since your 4yo is not speaking at a level comparable with his peers.) Call the towns school district and ask to speak to child study team. Then tell them you are referring you child to the district for an evaluation. Do not let them tell you they do not provide services until a child is over 5. By law they must provide services to all children over age 3 who have speech and language delays.
