I believe you pay the tax on cars to the state you register it in, rather than the state you buy it in. I think it goes right to the DMV when you register the car. Maybe they do this so that when private people buy and sell cars among themselves, they can't get around paying taxes on them.

The tax for a car purchase is paid to the state of registration. Where you buy it means nothing.

Yup - I just bought a used car for my father in NJ, he lives in and registered it in NY.

We paid no tax when buying it, but upon registration in NY State, had to pay NYS sales tax.

I have friends in New York, and can send my purchase there, is NY also going to be charged tax by Amazon?

Does Amazon have a physical presence in NY?
If so, definitely yes.

If not...maybe yes, maybe no...depending on what they might have brewing with the state regarding building a warehouse, with a quid pro quo regarding tax abatement on that facility for X number of years.

Yes. However, if they didn't, you would just be creating more paperwork for yourself. It's always better when the store collects sales tax.

I wonder if it matters where the billing address is, or the shipping address? I have a friend in Florida who asks me to buy stuff and have it shipped for her and she pays me back, because I have Prime and she doesn't (free 2-day shipping)?

Its the Shipping address that matters (for State Sales Tax) , not the Billing address.

I think amazon allows you to share "Prime" with other Family Members. Go to "My account" -> "Manage Prime" -> "Invite a household Member".
