The numbers were extrapolation from news reports in America. The actual numbers are not accurate, but the relation was there to make a point. There's been more Christian teacher-student sexual assaults in America than Muslim teacher-student assaults... by quite a margin.

Average 16 year old boy is going to want to have sex with his 21 year old substitute teacher.
Which is exactly why this law is in place. The 16 year old will be thinking with the wrong head and thus make decisions that are not in his/her best interest. Teachers are there to guide students in making good decisions. She failed.
