Bergen / Passaic County towns to consider in my price range... (Wayne: low crime, homes)

I have a young family and my son won't be 5 until 2019 (So I have some time). I have been doing research and municipalities in Bergen County are waaaaay more expensive than Passaic (Wayne) or Morris (Denville). The problem is that the prices and taxes (towns are raising more than 2.0% annually) are getting out of control.
I like towns such as Glen Rock, Hillsdale, Emerson, Township of Washington, Ramsey, or Mahwah, however I would like to spend no more than 400k on a home. Does anyone recommend any other towns? Wayne in Passaic County seems like a good option too. Fair Lawn is a cheaper option in BC but the school rankings are decent on Zillow. Is there a better search tool for school rankings than zillow?
Try niche.com. I like it more since parents can leave reviews which will give you some insight on the school district. Nevertheless, in North Jersey I am always a little suspicious of school districts which are consistently ranking high then drop off suddenly if there is a change to the standardized testing format they use. There may be a bit too much of teaching to the test going on.

I looked into it, it looks like a good web site to do a research. I guess you PAY for the school district, decent neighborhood, and low crime rate. A good school district can only do so far, if you child is not as intelligent or does not want to study than it won't help much. You can have an extremely smart and motivated child in an avg school district that will succeed.
If you're looking in Wayne, be sure to look into Pompton Plains and Pequannock (Pequannock Township) which are right next to it. On the edge of your price range, but taxes are a lot lower for similarly priced homes in Bergen and Passaic Counties. Like Wayne, some areas do flood, so be cautious, but the vast majority of the town does not flood and there are properties that fit your budget and don't flood. Use the zip codes 07444 and 07440 in your search. Good luck!

The only problem with Pequannock/Pompton Plains (in-laws live there) are the housing costs outside of the flood plain will very likely exceed his $400K limit. You will save on taxes (usually) but what savings you gain you will lose in the housing costs. You never really win in North Jersey lol. Also when it floods (which is unfortunately often) that town becomes an island for a few days until the water goes down. And 23 is no fun at rush hour.
Waldwick is good, also look at Harrington Park and Norwood. Hillsdale is also a good one and River vale is near there. Your at the low end of most of these towns but they are nice places to live
