I am traveling form Stroudsburg PA to Staten Island NY.
I'm curious if there are any toll-free roads that you guys know about.
It looks like I may just need to go over Goethals Bridge and pay the $15.
I just wouldn't mind taking a little drive out of the way if there was more of a simple way to get there.
Fairly easy yes, other than the Goethals Br you can avoid all the rest from Stroudsburg.
Off the top without looking at a map, im.out walking 2 dogs,
I-80 East to I-287 South to NJ-24 East to US 1&9 South. Then either NJ 439 or go a little further to a traffic light at the big refinery, everybody makes a left and a legal U turn right to the I-278 ramp which goes direct to the Goethals Br.
It's an island with bridges connecting it to the mainland and all are managed by the PA. You have to pay a toll. Unless you leave your car in Manhattan for more $ and take the ferry.

Youd pay to get into NYC Manhattan too unless you went hundreds of miles up to cross the river then that would eat gas. I think he acknowledged paying to get over the Goethals, that is a one way eastbound toll BTW.
On the way back to Pennsy I know theres a free bridge over the Delaware about a block south of US22

I acknowledged Manhattan was more $ - there are free bridges into Manhattan but totally out of the way for OP.

That was also my interpretation.
While it is relatively easy to drive from Stroudsburg to the parts of NJ that are adjacent to Staten Island without having to pay any tolls, the only way to complete the journey to Staten Island without paying a toll is to swim, and I really don't suggest that approach.
