Probably because the Statehouse is about to be condemned, infrastructure doesn't seem to get repaired until bridges have "punch throughs" or water and sewer lines collapse. Then they can approve emergency funding and give the jobs to their cronies.
Really $300M is a drop in the bucket as far as infrastructure upgrades.
