Howell covers a huge territory, but is very spread out - like 60 square miles - so one edge of Howell will be vastly different in terms of commuting to Red Bank than the other. Rather desolate, but safe enough.
Besides that, if I were in the OP's shoes with that type of budget I would concentrate on Tinton Falls or parts of Ocean Township. All are on the Route 35 corridor which runs right into town with immediate access to the Rt 18 bypass and Garden State Parkway.

Actually, at rush hour, Route 35 CRAWLS right into Red Bank, but yes, those are appropriate towns to look at.
I know! I live right near a stretch of it. For most of the time since I lived there, I was working/taking a train into the city, so I had no idea how bad it was. After I retired, I would go out and wonder if there was an accident or something because 35 was so slow. Then I realized that's how it was at certain times of the day, every day.
My preference would be to rent, but I have a dog and two cats. Apartments I have looked at all limit you to two pets
Don't tell them you have 3 pets. Say you have 1 dog and 1 cat.
Or, you could rent from a private party / person instead of a corporation. People will offer leeway if you put down more money and your credit is good.
We live in Howell and drive to doctors in Red Bank. If you are close to Route 9 in Howell within a mile or two south of I-195 you can make it to Red Bank taking I-95 to Route 18 and then local streets in under 45 minutes. Lots of detached ranch style houses on nice size lots in Howell for less than $300K, good schools, nice middle class area, shopping etc. RE taxes about $5500 on a < $300K house. We relocated here about 10 years ago to retire. This is as far south as you want to be to make the 45 minute commute. Toms River, etc, is another 15 to 20 minutes south.

east brunswick schools are supposed to be excellent as are Rumson Fair haven & holmdel but you will be hard pressed to find anything under 500k in any of those towns. middltown hazlet aberdeen schools are pretty good. check out zillow for ideas on house prices house taxes and drive around its always a good way to judge what you need in a neihghborhood. good luck and do your research!!
