Generally August/September as the sun has had a lot of time to warm the shallower littoral zone waters, but wind can be a big factor at any time of year. Even in late summer when the water is warm, a consistent westerly wind (meaning the wind is blowing from the west out over the ocean) will push warm surface waters offshore and allow colder water to flow in and replace the warm surface water-a phenomenon known as "upwelling."

Westerly winds also bring greenheads out of the marshes on the bayside onto the beach which makes things doubly miserable since the greenheads begin to attack and the best escape (the water) is too cold to enjoy

The first 3 weeks of September has the warmest water, followed by August and then July. The water is unbearably cold in June (right now), and realistically to cold to go into the water until the first or second week of July.

It's been a shore joke (somewhat serious though) why is NJ beach season from Memorial Day until Labor? The beaches are to cold and useless in May. After July 4th it picks up and it's really worth going to the beach, however as soon as beach season peaks (early September) everyone stops going after labor day, so there is a 3 weeks locals summer, which is probably the best time (weather wise) to be at the beach, but nobody goes down.

September is the best month to swim off NJ.

Even Sept. the water here is never comfortable to swim. I would never do it here in case you have muscle cramp then you're dead. If you're not physically fit to swim I wouldn't try it around here.

Unlike Florida where the water feels warm.

Oh for God's sake. Some of us have been swimming in the ocean in NJ all our lives. How many people actually get muscle cramps when swimming?

If you're not physically fit to swim you shouldn't be swimming ANYWHERE.
