So in the end all it took to catch this guy was someone, anyone, in power to believe all the women who had been telling the police about him for months...

I think there are too many NJ police precincts and some are either understaffed or very little transparency. The crime happened across many different townships so the police did not share notes nor one agency stepped up to piece the information together and they made assumptions because the victims were prostitutes.

Nah they are just corrupt and out to make money and quota, so they harass motorists to write tickets as a way to generate revenue and make the easy money as opposed to fight real crime. Typical NJ.

the town mayors direct the police and focus their energy.

keep in mind laws are created as a reference for prosecution, not for preventing crime.

all the justice system energy is brought to bear after a crime has been committed.

municipalities are notorious for suppressing news about crime to market the attractiveness of their town and bring in visitors who spend cash.

Oh yes I know this too. This is the root of the problem. Towns have tax deficits and residents are against their property taxes going up anymore so they direct the police to write more tickets.
