Nice towns, high taxes and good schools are all synonymous with each other Lucky for you, you basically have the pick of the litter with that type of budget, and flexibility. There are good and bad neighborhoods everywhere, at least in NJ, the town is more important than the actual neighborhood.
Just general rule of thumb, Essex and Bergen County have the highest taxes but it may differ town by town. NJ is extremely diverse in what each town offers, and how it feels that you may have to spend some time out in each to see what you like.
The default nicest towns in proximity to Newark with a train station are are Westfield, Summit, Short Hills, Chatham, New Providence, Montclair, although taxes might be rough. If you want more space, greenery, and slightly lower taxes without a train station we can expand your search farther west.
On a personal level, if I was in your position, and to choose the best overall towns a bit more west: The best towns to live are Morristown, Mendham, Mountain Lakes, Denville, Morris Plains, Morris Township, Bernardsville, Bedminster, Boonton (basically the rt. 287 corridor). Taxes are more reasonable, access to Newark is about 30 minutes, accommodations for train access/ length of time aren't the best but can be made. Just in my opinion, these towns are just far more appealing to live in. I'd also add into the list Madison, and Chatham as they are very nice towns, but you're going to pay a premium for the house there because of the uber competitive school district.
Other options in Bergen County are Ridgewood, Saddle River, Ho-Ho-Kus.

I would clarify you mean the lowest mil rate, and I believe you, because if the mils were adjusted to state average, there would be a tax revolt in Millburn.

Well some might have inherited but if you can afford to cut a check for 12K twice a year are you really a *******?
