We always have sun except when it's cloudy. I don't think one season has more sun then another.

I'm not a weatherman but I would say either June, July or August.

Lol... well it's of course sunny if clouds doesn't cover.

generally, late april or early may through early-mid october. may and september tend to be the nicest months (and possibly the sunniest), with temps in the 70s and relatively low humidity. there's usually a really wet week of strong-to-severe tropical storms around mid-late september, but other than that, september and early october tend to be sunny and pleasant.

of course the summer months have plenty of sunshine, too, but there are also quite a few cloudy days in which the sun doesn't really come out (yet it's still muggy and uncomfortable). the northeast isn't like southern california or arizona, where it's consistently sunny day after day for weeks or months at a time. our weather is unpredictable even in the summertime, and hot, hazy, and humid conditions aren't always accompanied by sunshine.

from november through march, it's much more likely to be gray, overcast, and gloomy. that's actually my biggest complaint about the weather in the northeast; i can live with cold temperatures, but i wish it were a little bit more sunny. sometimes it feels like you don't see the sun for weeks at a time during the dead of winter.

again, though, nothing is a given with weather in the northeast. sometimes we'll have a dreary and exceedingly wet month of may followed by a sunny but mild month of june. one year it'll snow in early april, then the next year we might get a freakish day or two in late march with temps in the high 80s. some winters we'll endure one major snowstorm after the other, then the next 3 or 4 winters there might be only a handful of minor snow days. you just never know for sure.

I'm not too sure about this question. I definitely wouldn't pick the summer months. I think we get alot of rainy days during the summer here. I think I'll agree with pBergen and say September. IDK if you guys remember, but last September/October were unusually warm. We still had days reaching in the 70's in October!
