That isn't a part of the stimulus. If anything that will be a result of the treasury buying mortgage backed securities. Most analysts are now saying the lowest it will go is 4.5% if everything works out. With that said, the treasuries plans have not yet been announced, so for the time-being rates will probably continue to hover between 5.25%-5.75%.

So it seems the home buyer tax credit is not dead after all:

A $15,000 tax credit for anybody buying a home over the next year was dropped; instead, first-time homebuyers could claim an $8,000 credit for homes bought by the end of August. Car buyers could deduct the sales tax they paid on a new car but not the interest on their car loans.
