Montclair is an interesting town in the fact it has a very high per capita income but there is a segment of town where I'd be willing to bet it's a fraction of what the town average is. Not necesarily race, but extreme financial segregation, and naturally they could lead to some sort of criminal activity.
I'm in Montclair regularly & there is definitely "the other side of town" atmosphere going on...in one section you feel like you're in a gated community & the other you're rolling up your windows & locking your doors.
The center of town is AWESOME (IMHO) with all kinds of cusine to experience and funky shops to visit & every culture imaginable but the section bordering Bloomfiled is definitely the trouble spot & can be scary after dark. As the OP stated, I do hope they get it in control, it's a great town & I personally love to visit there.

Yeah, if you get all the way down to the Pathmark on Bloomfield, just turn around and start walking back. Actually, right after Cuban Pete's my spider-sense started tingling and I turned around.
Then again, I could be a wuss.
