One thing right off the bat, is if you are talking about Avalon at Somerset, located near New Brunswick/Franklin/Piscataway, no way is it under 35 minutes to Madison during rush. More like 2X that.
Florham Park is nice, and off hours it is about 15 min away from Madison. You'd have to take Passaic Ave to 124 in Chatham and then head east on 124. During rush the trip will take you closer to 30 min due to traffic an lights.
Another place to look would be the Hills in Bedminister, or even some of the town home communities in Bernards Twp. (Basking Ridge, Liberty Corner, Lyons, Martinsville). There are several dotted around that could be a good fit. Schools are good, too. The commute will be pushing your 35 min limit though. Probably closer to 40/45 during rush.
There are also several townhome communities in Randolph and Morris Twp, that you can look into as well. If you keep to the eastern side of Randolph, you'll be around your 35 min limit. Perhaps looking south east, to Berkeley Hts or New Providence would be a good idea. I know there are a couple of newer TH developments located there, and you commute should be right around your limit.
TBH, with your budget, and constraints, you need to cast a wide net, and look at all communities within a 5 to 7 mi radius of Madison max. Looking any further and you are in for a longer commute.
