As for "growth and prosperity," NM is indeed poorer and more sparsely populated than Arizona (although beyond Phoenix and its suburbs the two states still look a whole lot alike).
That said, however:
Between 1930 and 1940 NM's population grew 25.6%.
Between 1940 and 1950 it grew 28.1%
Between 1950 and 1960 it grew 39.6%
Between 1960 and 1970 it grew 6.9%
Between 1970 and 1980 it grew 28.1%
Between 1980 and 1990 it grew 16.2%
Between 1990 and 2000 it grew 20.1%
and between 2000 and 2010 it grew 13.2%
In 1930 the state's total population was 423,317. In 2017 it's 2,088,070. That's enormous, explosive growth by any measure. Not as explosive as Arizona, true. But certainly not remotely what you'd call stagnation.
