Repopulating NOLA (New Orleans, Lafayette, Houma: construction, land, tollway)

Should the Feds and State consider keeping NOLA a small city? It seems that the infastructe is not there to support a mass movement of people like proven durring Katrina.. What could be done or should be. Some times I feel as though NOLA is the next Atlantis. I-10,59 ,55,and 12 need to 3 lanes throught out south louisiana, or there should be an alternate north south parkway/tollway to BR from NOLa to aid in evacuation of South Louisiana.Of coures if its a toll alternate the toll would be raise durring an emergency.

New twin spans under construction will be three lanes. There is discussion of adding a third span to the Causeway. In the morning two spans would be southbound and in the evening two would be northbound to ease rush hour traffic. I-12 is being 3-laned from O'Neal Lane to Walker. I haven't witnessed it yet but I hear that I-10 has been 3-laned from Texas line to Iowa. I-49 is being swooped south from Lafayette to Morgan City and Houma/Thibodaux to New Orleans where it will Join with I-10 via the Crescent City Connection giving another major evacuation option for those wanting to avoid BTR during the process. I just mainly want to see I-10 3-laned between BTR and NOLA and I want I-10 re-paved in Eastern New Orleans, but I'm afraid with that land out there so soft it would just get like it is now in only a couple of years.
