Well, that and the Ortiz quote is taken out of context. It wasn't in reference to the rent amounts (as implied), but rather the income required to qualify for them.

fuller context:

The article is poorly written and fails to present the various arguments in general, but even so it is clear that she isn't saying that $580/mo is not affordable.

The article SHOULD have dwelt on the income limits if that is what residents are protesting, none of which are presented. But I agree 60% of AMI for 2/3 of the affordables is somewhat over the top and a departure from past practice, although it should please many here who companion that "affordable" should be more skewed toward middle income which this 60% AMI does.
But $580 and $625 is defined as affordable for those earning $23,200 and $25,000.
Yes, showing what the 60% AMI have to pay would clarify the article immensely.


Yes, AMI for East Harlem is NOT the same as the AMI for the 96th Street corridor which already includes many immense "luxury" high rises like Normandie Towers on the cattycorner of this proposed tower.


Is this fair? Maybe yes, maybe no.

Affordability should put that 60% AMI studio at $950 rent and the family of 4 at $1359 rent based on paying 30% of gross income as rent being the definition of affordability.
Yes, $1359 would, by most opinions, be a steal for a 3 bedroom brand new "luxury" apartment on the upper Upper East side.

It really surprised me to find that they did the AMI like that. I figured it was by CB or something. By NYC or even by borough seems far too broad, but they've even taken it far beyond that. That data is available at the census tract level (~5k people) so there is no reason they couldn't tighten it up considerably.

The point Ms. Ortiz was trying to make which the article not only completely misses but also obscures, is that the people of East Harlem aren't making anywhere near even 30-40% of AMI. According to her.

That large AMI area surprised me too, daaver. It would seem more appropriate for affordable housing in Scarsdale (Yeah, right?) than for affordability in Bed-Stuy or Jamaica...or East Harlem.


But one lucky break for East Harlem residents. The building will be in Community board 11 which starts from the North side of 96th on up. So East Harlemites will get Community Board preference. UES is Community Board 8 South side of 96th on down.

While you certainly have a point, especially in NYC, it is worthy of note that people are also forced out of homes they own due to increasing property taxes. This is especially a problem for the elderly on fixed incomes, which is why there are often programs to protect them.
