I am careful with what I say. I said "seems to no longer be required." I made no absolute statement but a qualified statement. In my experience, it seems to no longer be required as of, well, last month. Please.

The 80-20 building I moved into this year is already asking me to recertify, even though I have a 2 year lease. Doesn't rent-stabilization protect from having to recertify every year? It seems to be in conflict with a lease rider I signed that requires it. I'm not complaining, but it does make me wonder if they could actually evict someone for not recertifying.

You have to recertify, but most landlords don’t do it.

It has no bearing on whether or not you keep that apt, just a stipulation for tax purposes. If you get a give raise or hit the lotto, it doesn’t matter.
