I have been applying for stuff on NYCHousingConnect... i finally am getting some emails, the rents that they have in my income bracket are pretty similar to the market value, I live with my partner currently but I'm only applying by myself because, frankly, I can qualify (he could too, he makes much less)
The question is, if i were to move in, at say $2000 a month, and then we were to get married a bit later, would it be legal for him to live there at that rate? or would they raise the rent?
to me $2000 a month for a one bedroom in Astoria is not the greatest deal in the world, but it's brand new and I can't deal with living in a Dominican uptown ghetto anymore

I don’t think they’d raise the rent unless the developer asks you to re-qualify - but that’s usually only done in those 80/20 luxury buildings.

It sounds to me like Pat is talking about an 80/20 development.
