Mitchell-Lama Co-op Income Calculation (how much, calculating, tax return)

It is not clear to me exactly what income is included in calculating income for a ML co-op:

1. Besides pension benefits, is all social security included, or only the taxable part? Is it the adjusted gross income on federal tax returns that is the figure that counts?

2. I am told that up to $20,000 in income is excluded for a spouse. If the spouse is retired, and receives only social security benefits, is the social security benefit excluded up to $20,000?

3. Is there an asset limit? If so, how much is it, and are retirement accounts included?

I have not been able to find clarification in any written material. Thank you for whatever information you can provide.
