Everyone applies, then the computer shuffles all the applications so when you apply is irrelevant. Once applications are shuffled you receive your random log number. The distribution of the log numbers is the lottery aspect of these lotteries.

Wow that’s kind of wack. I think applicants should be given log #s based on the order they apply. Seems more fair to me.
