It doesn't matter when you apply. As long as you apply while the application is open, your application will be thrown into the randomized lottery where they appoint log numbers. Once log numbers are assigned, management begins calling in numerical order. If the lottery has preferences, those applicants will be called first and then once they fill all the preference units, they begin calling the general applicant pool without preferences in numerical order. Yeah the number are randomized. I used to applied the first week they posted up the buildings but I was told that it doesnt matter if you apply early or the day before the deadline.
...Except for such cases as presently, unavailability of the database (error message) when you don’t want it to be the last week before deadline for a lottery you love:-)
