I signed a bunch of documents online today and finally saw an apt number on the documents i signed. I was told it has to get approved bu HPD now and have a tentative move in date on July 15th. I don’t want to get excited yet. What would be reasons HPD would decline?

You're already approved
And signed. No way they can change their mind

HPD is usually just a rubber-stamp.

Hpd can still deny you after you signed paper work you are not fully approved until hpd approves you , you’ll sign another set of documents after ! But unless you have horrible rent history hpd isn’t really giving out denials and they aren’t visiting homes so you should be fine as long as you don’t have horrible rent history I know someone who got denied after signing all the paper work and getting approved by the building hpd still denied them because they have bad rent history because of their last apt in the city
