Congrats! (Were you living on a Voucher at your old apartment?)

Because similarly: what happens at the same stage, if I'm living in my old apartment on VOUCHER. I don't think this is solved in 5 days as posted above. New Landlord has alrady shown me particular unit, lottery Management approved my paperwork, and is sending it to HPD (which they say should take two weeks - for approval like yours?).

But big but: lottery Management says they are sending for Approval to different branch of HPD that I've been dealing with. They say I have to expeditiosly (and with no referral from them at all) obtain Move Voucher from HPD Section 8. The delay I envision: Section 8 has performed no annual re-certifications in 2020, due to their 100 Gold St offices being closed (still?). They mailed me re-certification forms mid-2020, but said it was not mandatory to return forms, as re-certifications were suspended. How do I contact them today to obtain Move Voucher? How long will it take, as last recertification and Breakdown Notice I have was mid-2019? New Landlord will not set appointment for lease signing, until I forward him Move Voucher Approved. And to get that approval is not easy, because Old (Current landlord) is telling me that either I or Section 8 owe him rent arrears (plus late fees!), because Section 8 never got back to him in 2020 on his request for rent raise of $60/month. He tells me now he won't release me, until either I or HPD pays him that arrear raise (btw, I never signed lease with rent increase. Last time I signed annual lease was years ago. In absence of my lease signature, Landlord would apply to Section 8 directly every year (in which he wanted to raise rent), and Section 8 would approve his raise/produce new breakdown for him and me. But in 2020, Section 8 produced nothing)... I don't have a lump-sum to close Current landlord arrears (plus late fees?), and my active HRA-case will not approve one-shot deal - cuz there is no threat of eviction. Will Section 8 issue back payment to satisfy "my arrears" to current landlord?
