Actually both sort are similar in fact need is greatest for "low income" senior/supportive housing. Many of these lottery units are not really affordable for city seniors. As comments in linked article I posted show those on just SSI or SS alone without anything else such as even a small pension usually cannot afford rents for these senior lottery apartments.
In general same need applies as elsewhere, either truly low income housing or something where rent is based upon income like NYCHA senior housing.
Need for "affordable" or "low income" senior housing is large and growing, thus applicant pool may not be that much smaller than anything else. Consider not just the oldest of the old (those over 80), but huge baby boom population is now moving through old age demographics. Youngest boomers are now in their early to middle fifties, a good number are only a few year shy of hitting 60.
