I'm pondering how much time an applicant has to decide whether to sign the lease after approved by HUD.

Depends on the building management. Usually, they want ASAP.

When I was approved by HPD the marketing agent told me that I had 30days from the day of approval to move in to the apartment. So you would have to sign the lease within a week or two maybe to sign the lease.

I think you can get a couple of days to mull it over (I did), and then a couple of days after acceptance for the appointment to sign, so overall you probably can stretch it a few days but usually they will likely want it signed within the week.
