I've had two instances in which my applications (for which I submitted documents) have been moved to the completed folder with a note of "application deemed ineligible" after I declined to move forward with the process. With one, I toured the apartment with a very log number and was offered a lease, but turned it down for size reasons. The agent immediately marked it on the portal ineligible. For the second, I was twice asked to come view the apartment during the week with less than 24 hours notice, which is not enough time for me get time off work. After I told them I couldn't make the second viewing, the application was marked ineligible (I was lukewarm on it anyway, so whatever).

My only concern about this is whether it has any effect on how other applications are processed. In both cases, I clearly met the income requirements and submitted all the requested info. I just want to make sure that having an application deemed ineligible doesn't signal that other applications I have pending should be rejected. I'm also curious if there's any benefit to the developer in marking them this way -- like if it makes them look better when reporting outcomes to the city.

It shouldn't affect other apps. Each development has different requirements anyway.

Being rejected or declining from one (or many) lotteries has zero impact on any of your current or future applications. Even if the same agency is handling a building as a prior building you were rejected for or declined, there will be no impact. You'll have to submit documents again and you will be evaluated all over again with no advantage or disadvantage.
