Possible FRAUD in Confucius Plaza lottery. (Erin: apartment, gated, legal)

CONCERNING EVERY MITCHELL LAMA CONFUSIUS PLAZA LOTTERY PARTICIPANTS
IMPORTANT INFORMATION WAS UNCOVERED!!! (Maybe to some, if not all)

The 2007 2 BDRM lottery was an UNLIMITED lottery.
IF THERE WERE PARTICIPANTS THAT WERE NOT AWARE.
It means that 10.000 participated on that lottery and are on that list.
And this is known from (THE HORSES MOUTH) the management of Confucius plaza.(TUDOR REALTY SERVICES)
Application fee around 75$-100$ Must have been collected that year by the management
Roughly 750K-1.000.000$.

Interestingly, according to management (Tudor Realty services) they’re sending letters to all 10.000 participants,and will be asking them if they’re family composition has changed and offer them a one bedroom by SKIPPING the one bedroom lottery participants number.
LAST HEARD THATS FRAUD RIGHT THERE!!!

Hypothetically, who will check if the Legal 2 bedroom participant would ever receive the letter and WHO they are? How many would answer, and whether they’re the legitimate. Another opening for BIG “F”
WHO WOULD BE STUPID ENOUGH TO TURN DOWN SUCH OFFER BY THE DEVELOPMENT MANAGEMENT?
After a year already in the development they can go on an internal list to get a 2 BDRM apartment
Internal lines are preferential to external ones.

There’s nowhere in over 50 pages of HPD MITCHELL LAMA rules that allow for such personal so to speak CATERING (JUMPING FROM ONE LIST TO ANOTHER)by the managing agent of the development.
The one bedroom lottery is caped at 500 numbers.
Getting back to the 10.000 Participants, 95% or more will probably die and never be called for a 2 bedroom.
We all know that family’s occupy 2 BDRM for a long time, some for a couple of decades or more and then they’re children can inherit the apartment.

Is there express written prohibition for this policy? What does the notice from the earlier lottery say? Rules might have changed since that time but might still in effect for the older lottery. Based on reading the post, I cannot conclude that the rules are not being followed. It might be that not attempting contacting the earlier lottery applicants would be a breach of policies, regulations, etc.

Unless this is reported to whatever authority it is unlikely to be investigated for possible remedies.
