What does a waitlist lottery mean?

I don't think we gathered yet. Out of all the waitlist lotteries on housing connect they all seem to act as a normal lottery for a few available units. Idk if anyone has been put on the waitlist and more importantly I haven't heard yet that someone would be called from the waitlist. An interesting question though, maybe it's another mystery of the housing connect 2 that will be revealed in future episodes.

It’s a lottery to build a waitlist for a building. If you enter and your log number is 1, you would be the first to be contacted if an unit becomes vacant. Sometimes there are units available already so it works like a regular lottery except after all units are taken you remain in the line in case someone moves

A lot buildings do the initial lottery and years later are posted again but as a waitlist lottery

I applied for waitlist lottery that ended May 16 and was asked to send documents June 2nd so I was wondering why it says waitlist
