Does “working family” refer to two or more people who function as a unit and perhaps nothing to do with a paycheck. Or, does it mean a family that was at least one person with a paycheck?

A parent (bio or otherwise) and child whet the parent is solely on Disability income, and the child is a minor does not have a paycheck, but they do have income. This type of family is certainly eligible for some lotteries as are retired people without paychecks.

Or did you mean something else? That the person doesn't have to be working?

My lease I signed last week said I can add whomever I want to my lease I just have to notify them.
