This is accurate. NYC residents have a general preference, before any non-NYC residents. You have to prove NYC residency to receive that general preference. Typically a current lease and recent utility bills are used to prove NYC residency regardless of a former address showing on other documents like a license.

What do you mean by "got picked"? Did she submit documents and was accepted after that? And what do you mean by "technically"?

I applied to Housing Connect when I lived in Illinois, March of 2022. I was selected for an apartment in November of 2022, but there was a problem with building's completion: The apartment was in Crown Heights Brooklyn. The AMI was 130%, it cost too much even by Housing Connect standards and had no amenities. By February 2023, I was offered another apartment: in Bed Sty Heights, which has amenities and the AMI was still 130% and I moved in March of 2023.
