There are affordable housing lotteries that are limited to NY state residents, and a smaller number were just being a U.S. resident qualifies a person. In those cases, NYC residents have no advantage over out-of-towners that enter those particular lotteries. So, it is not always a waste of time. Yes, many more lotteries generally favor NYC residents, and some residents within a specific Community Board of a borough.

My license shows my old LI address. I had to prove NYC residency to continue for the lottery I won. My understanding is if I couldn’t prove NYC residency, I’d be sent to the back of the line.
