How many years can you wait?
It matters what are the ‘quality’ of the maximum 137 log# before you are. Some of this number might not even be qualified for a vacancy here, or perhaps they are all qualified. Some might be requesting to submit documents but never reply. Time will tell.

Because it is a waitlist it only moves from log# to next log# as vacancies occur. This is different from a new building where all the lottery units, sometimes in the hundreds, are vacant when it opens.

I was requested to submit documents. Does it mean a vacancy occurred?

Likely, but you are probably also not the only one being asked to submit documents, and one or more of the group may be ahead of you. So it's a positive sign, but temper your hopes.

I agree. They might be getting the waitlist in good order to see who is really interested and who might withdraw or not respond.

If you are looking for something to do after submitting documents you should review you existing lease and see what the process is if you need to break the lease.
