I wonder if those market-rate units are also rent stabilized. I know 421A buildings in some cases offer rent stabilized leases to all their units (e.g. One South First and 325 Kent in Williamsburg, among others) as part of their 421A deal.

There are about 540 apartments at 325 Kent (part of Domino Sugar factory complex) with only around 140 lottery "affordable" or "low income" units. How does that equal all apartments are RS? building?
You can be rent-stabilized without being in the lottery program. I do believe certain buildings were all RS due to 421(a) even though majority rented on the open market...but I also think that didn't apply to all 421(a)s.
Realistically, when you're talking a $4K one-bed, due to the high base, rent stabilization will barely affect increases.

However if an apartment is RS LL is required to disclose that fact when advertising or otherwise marketing the unit. Certainly when time to sign a lease if unit is RS it is supposed to have that sort of lease.
Looked at buildings mentioned in previous link and outside of the affordable/low income component no other units were listed as RS.

Personally familiarity with the Domino Factory development buildings. I moved into one of them in 2021 and signed a rent-stabilized lease. Didn't win the apartment in a lottery.

IIRC something happened with Domino Sugar factory property redevelopment and developers were caught with their pants down after 2019 changes to rent laws.
