Of course not. You NEVER have to sign a contract, unless someone is holding a gun to your head.

After that process of accepting the unit and her HPD application being complete, is it still possible for her to not get the apartment? It’s getting very frustrating because it’s making her housing situation unstable.
Have they returned the lease they signed? If they have a signed lease that is powerful. What makes them think they could be in jeopardy of losing the apt? What is so burdensome about providing these documents?

Having a lease is powerful. Having the keys to the apt and taking possession of it is more powerful still.

I don’t know what these “compliance “ documents might be, nor can I say if they are mandatory. Your friend might ask if these documents can wait until after they have the keys to the apt and have moved in. Has anyone said there are serious consequences to not providing these requested documents?

Being cooperative can be a good thing if it is not a burden. Having a good relationship between tenant and landlord is a good thing.

For best advice consult a lawyer, professional housing advocate, call 311, and so on.

Mostly just nerves I think. I believe the lease was returned signed. The stress is mostly coming from no communication and timeline of when she will be able to move in. Because of this she’s worried of losing her current housing because she’s not sure about notice or the current landlord putting the unit back on the market to be rented. She’s submitted all the documents, but is very concerned to be in limbo right now with very little communication into what is happening.

And even if this is the case, the contract does not count if you sign it under duress so not even enforceable
