hpd hotline said they did not skip me since me having a voucher makes me eligible for all AMI's. i will have to only wait and see if they contact me there is no preferences only 5 units... and i'm a single log digit.

Your income "doesn't matter" per se since total household contribution is capped at certain percentage (30%-40%?). Anything above that number is paid by government.

On other side of things IIRC Section 8 and other vouchers have maximum rent they will cover.
