i am confused, i was told i was approved for the unit same day i was sent to hpd. does that mean i was approved?

i was told "were getting your file ready" then next email was "your application has been approved " i'm like wait, it was only 1 hour?? im still confused! maybe there was two different processes one for hpd and one for the building? i'll call hpd but thanks y'all
