I applied for a lottery a couple of months back and the log numbers recently came back as I've seen people post some of theirs up already. What I noticed is that some people have a similar 4 digit log number beginning with the same number (I don't know what the other digits are, only mines) but I'm curious if log numbers can look be similar (meaning the same amount of digits, same first number, etc)

Generally yes, although many buildings have preference categories for a set # of units which ends up scrambling the order a bit. For example, someone with CB preference and log #10 would have preference for 50% of the units in that building ahead of the person with log #9 and no preference.
So in buildings with preference categories, people are selected in log # order *within* their preference group, until the preference set aside units are filled, then everyone is back to general log # order.

Some additional thoughts. Log#s go out to all that enter, but:

This could happen if you are in the process of making updates to your profile and have not completed them. It could also happen if someone in the household turns 18 but does not have any income or assets. ‘
Not everyone responds to lottery after getting a log#. The log# still exists even after they don’t reply or respond.
You log# never changes throughout the process. If you are log#99 you will be in the 99th position at the start. You progress until you are in the first position to be asked to submit documents and/or offered a lease but you log# remains log# 99.
Inserting here, there is a single set of log# for each lottery. This set of log# is for all units at all sizes, all household sizes, all AMI%s, and all preference categories. A few lottery buildings have placements from this agency or that agency. It’s unclear to me how that works. Such households might get log#s then are processed for placement. Or perhaps that are placed without a log#.
Preference categories have been mentioned already. They distort the process. If the lottery is trying to fill a preference category they will likely go in log# order but do outreach to the next lowest log# in that preference category. This should not be thought of a skipping because to use that word will confuse people.
In a similar way, it seems likely that an agent seeking to fill a 3 bedroom unit with min. household size of three people will single out log# with household size of at least 3 for outreach and attention.
I have not read an official policy statement that reflects the two paragraphs above but it stands to reason and it can be done in a way that fair.
