How much Longer-Linden Houses (section 8, apartment, rent)

My mother was contacted for an interview on October 5th.
She got Approved for a one bedroom on October 25th. The case worker told me she was going to email us with the next steps, but she never did. My sister contacted NYCHA on mid November, and NYCHA said they already paying rent on my mothers section 8 voucher to contact the case manager.

My sister then emailed the case manager, and she finally replied saying that once her team say the apartment is ready, she will contact us, and to have two money orders ready.

The thing is that aparment has being ready since June 2023, because it says so in the NYCHA letter.
Is the case manager being too careless? What do you think in this case? It is already December and nada.
