This is a wild case for a lot of reasons, but especially because of the type of buildings she got into--like, these are 1-2 bedrooms in highly desirable areas and modern buildings. Maybe the lottery was less competitive when she was applying back in 2017, 2018? Or that CB preference worked magic, because wow.
The article says disability preference was involved. It's also possible that she was still working for the city and got ME preference for some of them.
