you must, especially if this was post TIC submission. If that is the case that means if log numbers before you are processed and are not appealing their decision the unit on the TIC is yours for the taking.
Did you sign all TIC forms with a unit number and also the tax release docs and all the related docs, if yes keep a close eye on your dashboard status with this lottery, once an agent submits the odds of not making it through are near to none. Once it says review complete it means HPD has approved you and the developers agent will contact you for lease signing etc.
