NYCHA only pertains to New York City. If you have section 8, you may be able to transfer to another state since that is a federal program. For NYCHA, with your situation, you may be able to get an emergency transfer to another apartment in New York City but I don't believe they will transfer you to another state and subsidize your housing.
I know a family that transferred from a NYCHA building to Melbourne, Florida housing. You have to have your apartment for at least 1yr. Let them know what's happening and they might switch your NYCHA into a domestic violence Section 8 voucher instead. My friend had a NYCHA lease (another friend, not the family above) and she was offered a NYCHA apartment but since she was also a domestic violence case she preferred a Section 8 apartment and they switched her over to Section 8 rather then NYCHA.
Why not move the NYCHA lease to PARIS? It's even nicer than Orlando.
