She is 62 years old and has been in the same apt. for nearly 30 years. She has however been working for 10 years as a cleaner in the MTA. (She was on welfare before that.). She is afraid that they may not do it for her since she currently is making a good salary. Any advice on also where to go?

There is also a program called SCRIE. Stands for Senior Citizens Rent Increase Exemption. Must be 62 and over income limit is $29,000 I believe.
Also a similiar program for disabled called DRIE. Disability Rent Increase Exemption.

Check nyc.gov plenty of info there.

I am not entirely clear WHY she should have her rent frozen? Unless of course the government pays the difference? In which case I am fine with that. I will tell coned to freeze my electric and gas bill..and I will tell my insurance company to freeze my rates...and I will tell my school to freeze the tuition, and I will tell the city to freeze their tax rates..I am sure all of them will comply because I am old (62!)..right?????

But somehow Landlords are supposed to?

its an old story.... only my own costs should be frozen or my income allowed to grow cap free. but it should not apply to everyone else .

I am not sure about income requirements for her rent to be frozen, but 2 of the tenants in my building are of the age and had their stabilized rent frozen for years now.

I would assume you would have to contact RSA and be truthful and see what happens.

I wish the maintenance to my apartment would be frozen, I have to keep paying the increases, in reality, why shouldn't she as well, after all she is living there also.

politics thats all its about.

usually though with rent freezes the landlord gets a tax credit on the real estate taxes to offet it.

With SCRIE and DRIE, both rental and maintenance payments are frozen and the government DOES pick up the difference to the landlord or co-op board. (Not sure about condo fees.)
