What about Newark? Based on my research it is affordable and easy to commute. However it doesn't seem to be a safe place. Any thoughts?
For what you want, cheap, safe, Indian community, and public transport to Manhattan, Jackson Heights in Queens is the best choice. Better than New Jersey.

Though, your choice may also depend upon the particular Indian community, as people from different communities in India tend to settle in differing areas of NYC and NJ. So, if you want to live among Indians from your town or village, or even religion, then you need to inquire within the Indian community.

For example, in Astoria, Queens around 30th Ave, there is a Bangledeshi (sp?) Community. In Jackson Heights and I think Jamaica and Richmond Hill, there is a Guyana community. Jackson Heights a varied community of Indians.

I can't say which or what, but near Journal Square in NJ there is another community, again, I don't know which or where from.

As someone mentioned, in Newport there is a good number of Indians, but I believe they are less a 'community' than a collection of professionally educated and employed Indians seeking a certain quality of living near Manhattan. Newport will be above your budget and a car is relatively necessary.

In general a car is required for lifethe in NJ, though depending on precisely where you live it may be somewhat doable w/o a car.

Most places where there is a sizeable Indian community is relatively affordable and within your budget.

If you want more specific info re NJ, you should check in the NJ forum.

Closest Indian Community is Newport (Jersey City) and the commute to the financial district is under 15 minutes.
But your $1100-1300 requirement is a bit light.

If you work in NYC you will pay a hefty state income tax no matter where you live. Another City tax (considerable) is applied if you live in NYC or Yonkers.

Cheaper, sleazier (housingwise) Indian community is centered on Newark Avenue just North of Journal Square...also Jersey City.

A Car is not required for Urban Jersey , or the Inner Ring of Suburban Jersey...
