Brooklyn was an independent city before it became part of NYC. Queens was not a cohesive entity. What became the borough of Queens was originally three separate townships (Flushing, Jamaica and Newtown) plus the districts of Long Island City and the Rockaways. The old names wound up being preserved by the post office.
It's true, by the way, that several older towns were combined to create the single entity of Brooklyn--actually, they were annexed by Brooklyn, and not always without a bit of a fight--but the City of Brooklyn evidently didn't want former town names preserved on its mail. C'est la vie. Or as we say in Brooklyn, waddaya gonna do?
